我国宪法规定：“中华人民共和国的一切权力属于人民。”那么，在我们这个人口众多，地域辽阔的国家。人民如何行使国家权力呢？那就是：广大人民通过民主选举选出各级人大代表，由他们组成各级国家权力机关，代表人民统一行使国家权力，决定全国和各级地方的一切重大失误，并由权力机关产生行政、审判、检察等机关，具体行使管理国家和社会的权力。我国宪法明确规定：“人民行使国家权力的机关是全国人民代表大会和地方各级人民代表大会。”

全国人民代表大会是最高国家权力机关。全国人民代表大会及其常务委员会行使立法权、决定权、任免权、监督权。全国人民代表大会在我国的国家机构中居于最高地位，其它中央国家机关都由它产生，对它负责，并受它监督。

全国人大常务委员会是全国人民代表大会的常设机关。在全国人民代表大会闭会期间，全国人大的的部分职权由全国人大常委会行使，以便更好地发挥最高国家权力机关的作用。

地方各级人民代表大会是地方各级国家权力机关。它是本行政区域内人民行使国家权力的机关，本行政区域内的一切重大问题，都由它讨论决定，并由它监督实施。它们与全国人民代表大会一起构成了我国国家权力机关的完整体系。
