材料一2013年1月以来，我国中东部大部分地区出现严重雾霾天气，面积一度达到143万平方公里，雾霾天气甚至波及周边国家。这些地区居民呼吸道疾病发病率明显上升。这次雾霾天气直接原因是该时间段冷空气较弱和持续干旱，大气扩散条件非常差。根本原因是大气污染严重。一方面，85％以上二氧化硫排放来自火电厂以及非金属矿物生产、炼钢、化工制造和有色金属冶炼企业。另一方面，北方居民冬天燃煤供暖排放二氧化硫，物流业快速增长、私家车快速增长等导致机动车尾气排放剧增，我国内地汽油质量标准低，硫含量比欧洲高15倍，加剧了雾霾天气的危害。
